Promotion Role of Information Disclosure on Competitive
Response of Sporadic Procurement in Universities

Abstract
The procurement amount of sporadic projects in universities is small. The
procurement frequency is high. The time cannot be predicted. The target of the
project is relatively simple, and the profit is low. Through network channel
publicity information, we analyze potential suppliers and judge supply quality.
Although large suppliers react passively and participate less, information
dissemination through the network can improve the attention of small and
medium-sized suppliers. Publishing information on the Internet is conducive to
strengthening internal management and system construction. Announcements are
issued to promote the supervision of the procurement process and promote
competitive response. However, unpredictable non-competitive procurement
projects will still exist.

INTRODUCTION
The project procurement refers to the project pre-approval and approval content, which is
organized and implemented in a planned and step-by-step manner [1]. The project
procurement arranges the orderly implementation of various processes. University sporadic
project procurement refers to the procurement projects with small budget, which are below
the scattered procurement limit and are organized and implemented by universities.
Usually, universities will set a quota standard. The projects above the quota standard are
organized by the school-level procurement department. The application department is mainly
responsible for providing the project requirements. For projects below the limit, the
departments below the school level organize the procurement work by themselves. According
to the different situations of universities, the quota standard for centralized procurement is
defined as 100,000 or 50,000, etc.
University sporadic project procurement has significant characteristics in terms of
procurement efficiency, quantity, quality, price, technology, service and other suppliers and
procurement methods [2]. First of all, in the financial budget year, the amount of individual
procurement is small. The frequency of procurement is high. The procurement time is tight. The
occurrence of some projects cannot be predicted. Secondly, the response suppliers are mostly
small and medium-sized enterprises, with small project budgets and relatively low profits. The
response suppliers are highly sensitive to transaction costs. Thirdly, sporadic procurement
projects need to seek a balance between efficiency, quality and transaction amount, and pay
attention to economy and timeliness under the condition of compliance [3]. According to the

comprehensive analysis of the characteristics of university sporadic procurement projects, the
responsiveness and competitiveness of project suppliers are crucial to the healthy development
of procurement work.
THE RELATED WORK
There has been a more in-depth study of the promotion of information disclosure on
procurement competition. Information disclosure can increase competition, thus reducing
procurement costs and improving procurement quality. Wu (2022) analyzed the current
situations and problems of government procurement in China. This paper drew on advanced
experiences of standardization support for government procurement in international
organizations and foreign developed countries, and proposed suggestions on government
procurement standardization in China [1].Guo (2019) discussed tha the source of funds was a
crucial factor in determining the selection of bidding and procurement methods. In China,
bidding and government procurement activities were under the supervision of different
administrative departments, and they were also subject to different laws and regulations. In the
actual application process, it also had different scope of application [2]. Teng Qunhui (2022)
discussed the management and control of foreign supplier procurement risk in the enterprise
supply chain. Enterprises should establish a sound foreign supplier procurement risk
management and control system to effectively reduce procurement risk and ensure the stability
and sustainable development of the enterprise supply chain [4].The research shows that
information disclosure can promote procurement competition, and it is believed that
information disclosure can have a positive impact on increasing competition, promoting fair
competition, reducing procurement costs and improving procurement quality. However, the
role of information disclosure on the competitiveness of sporadic projects in universities still
needs further exploration.
The Issue Description
In order to promote the competitiveness of sporadic self-procurement projects and realize
competitive bidding and other procurement methods, to sort out and analyze the contents of
sporadic procurement projects in universities, and to judge the contents of projects with
insufficient response competitiveness.
Emergency Procurement Projects
Security projects that must be completed as soon as possible due to factors such as force
majeure, such as water and heating emergency repair, rainwater leakage repair, epidemic
prevention and safety, fire inspection and maintenance, etc.
Technical Barriers
Projects generated due to technical barriers and to ensure continuous and stable operation.
Such as equipment platform maintenance and transformation, campus system equipment
access, system equipment increases and other projects.
Management Requirements
Projects generated to meet industry or local management requirements, such as garbage
removal, abandoned oil fat cleaning, gas transformation and other projects.

Insufficient Response
Projects with insufficient response from suppliers after issuing procurement requirements, due
to the small budget of self-procurement projects, result in insufficient response from qualified
suppliers.
In the process of sorting out sporadic procurement projects, it is necessary to strengthen the
project process record standardization, especially to clarify the written materials of industry or
local management requirements, define the emergency procurement projects, and judge the
technical barriers.
THE METHOD ANALYSIS
Based on the sorting of sporadic projects in universities, analyze the project procurement
process and improve the procurement system.
Analyze The Overall Situation
The purchase of sporadic projects in universities should be distinguished. The procurement
process should clarify the rectification measures for the promotion process, formulate the
procurement plan for sporadic projects, clarify the objectives, and ensure the reasonable
arrangement of all items in the procurement process, and implement the measures in place.
The implementation of procurement projects needs to take strong and effective measures to
complete the implementation of project procurement, comprehensively promote the
procurement process, strengthen responsibility, overall coordination, and strengthen
supervision and guidance. We should take multiple measures to promote the implementation
of the system, strengthen cooperation against the situations and problems encountered in the
independent procurement work, deeply study and analyze the causes, actively improve the
construction of the system and mechanism, and strengthen the implementation of the system.
Analyze The Sub-Content
Procurement content analysis of sporadic projects is the premise of improving project
management. Through sorting out the independent procurement projects, the application
department, procurement method, budget amount, bid-winning supplier, and negotiation
record content are analyzed and summarized. According to the risk points of sporadic project
procurement, we should improve the project management system, pay attention to the internal
control system, and improve the procurement management of sporadic projects according to
the project operation. Based on the sporadic project procurement system, further standardize
the sporadic project process and improve the sporadic project procurement management
procedures.
Control Measures
First, improve system management and optimize process settings. Consider comprehensively,
improve system measures, summarize experience, and further strengthen the management
process of sporadic project procurement in universities. Secondly, strengthen the composition
of procurement management and strictly implement the procurement system. Implement the
requirements of procurement management responsibilities, strictly supervise each
procurement link of sporadic projects in universities, strictly implement various requirements,
